The incumbent serves as an Aerospace Engineer managing projects/programs within the AVS ODA Office. He/She is a recognized subject matter expert responsible for planning, organizing, and controlling highly complex and challenging activities necessary to meet the outcomes and mission of the AVS Organization Designation Authorization (ODA) Office. Special projects and teams are established in the ODA Office to focus on overseeing the ODA Program across AVS. Duties
Provides leadership for complex and challenging work activities for the ODA program. Work involves interaction with FAA employees and contract support staff and requires interaction with multiple stakeholders internally across AVS as well as externally with industry. Works in a team environment and must effectively collaborate, cooperate, and coordinate to meet program and project goals. Ensures open and effective communication, cooperation, and coordination with internal and external stakeholders.
Identifies and resolves challenging problems or issues that often cross-organizational boundaries and impact accomplishment of strategic objectives at the AVS level. Draws on engineering experience and systems understanding to solve complex problems and create new solutions providing guidance and instruction to applicable stakeholders.
Applies broad experience and comprehensive knowledge of engineering principles, theories, and concepts with a systems approach to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how their technical and program responsibilities interacts with other considering the objectives of all stakeholders across AVS and Industry when developing, integrating, and implementing solutions to diverse, complex problems. Applies safety management principles, advanced engineering knowledge, risk management techniques and a systems approach to safety oversight.
Responsible for program oversight and project management as it relates to application of technical and procedural requirements of the FAA ODA Program. Plans and accomplishes highly complex and challenging projects/programs and other work assignments. Plans the implementation of projects/programs under minimal direction of a manager.
Typical assignments may include: providing guidance to less experienced employees to resolve technical or procedural issues; serving as a project/program manager or team leader for significant program activities; leading other members of the work-group towards commonly shared goals; coordinating with other FAA team members and stakeholders to ensure that all concerns and possible conflicts are addressed and resolved in an effective manner; defining and developing internal AVS ODA Office policies, governance and procedures; collaborating with AVS policy offices and other stakeholders to develop recommendations for new policies, procedures, and approaches that take into consideration FAA policies, government-wide rules, regulations and external concerns.
Collaborates directly with internal and external stakeholders to promote continuous improvement and effective utilization of the AVS ODA Program through recommendations that affect policy, training, communication, data management, system oversight, performance management, and safety.
Promotes consistency of FAA audit functions across AVS under the ODA Program through evaluation of ODA holder oversight data and risk-based decision making, development of performance measures and analyzing of data to evaluate the effectiveness of the ODA Office and the ODA Program as it relates to safety. Predicts potential issues and proposes preventive actions often requiring the development of new approaches. Identifies and informs management of problems that require their attention.
Prepares technical documents, which compels others to take action, instructs and assigns tasks to others in carrying out activities, or explain the purpose, goals, and objectives of policy/regulations. Reviews, and edits reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.
