The Manager, Operational Risk Management (ORM) is responsible for leading the development, execution, continuous improvement, and awareness of NAV CANADA’s Risk & Control Self-Assessment (RCSA) program. This role works closely with the Manager, Enterprise Risk & Governance providing oversight of operational risks, ensuring they are identified, assessed, monitored, and reported in alignment with our Enterprise Risk Management Framework. The Manager ORM partners closely with business leaders across the company to ensure consistent risk management practices across risk entities, supporting decision making through the management of high-priority operational risks and the implementation of effective risk strategies.Job Description

In this role you will:
- Lead the development, execution, maintenance, and continuous improvement of the Risk Control Self-Assessment (RCSA) program in alignment with NAV CANADA’s Enterprise Risk Management (ERM) framework and industry best practices.
- Develop and recommend best-practice operational risk management policies, standards, processes, and methodologies, ensuring alignment and integrity across operational units.
- Establish metrics (Key Risk Indicators and Key Performance Indicators) to measure program effectiveness; monitor, evaluate, and report on progress, including performance and remediation activities for the company.
- Guide and support cross-functional teams throughout the risk management lifecycle; partner with leaders to prepare risk assessments, analyze controls, identify gaps, prioritize actions, and facilitate management action plans.
- Provide trusted risk consulting to all levels of management and risk committees and evaluate the appropriateness of operational risk management techniques employed across business units, recommending improvements where needed.
- Assess adherence to ERM governance framework and provide training and functional advice on conducting risk assessments, scenario analysis, and emerging risk reviews.
- Participate in annual planning for Operational Risk Management (ORM) activities, budgets, and resources.
- Maintain collaborative relationships with leadership and stakeholders to promote engagement in ORM activities and build credibility for the program.
- Build strong internal and external alliances to influence the identification and resolution of significant operational risks and opportunities.
- Manage the development and delivery of ERM/ORM training programs, continuously updating content to ensure effectiveness.
What you bring:
Education:
- Bachelor’s degree in business, commerce, finance, engineering, economics, data analytics, or a related field.
- Professional certifications or designations (e.g., CRMP, CRM, CIA, CPA, CISA, PMP, ISO 31000 or equivalent) are considered an asset.
Experience:
- 5&43; years of operational risk management, audit, compliance, operations, or related experience, including developing and operating an ORM process or performing a broad-based operational risk consulting role.
- Experience in setting targets and developing/implementing performance measures for projects and programs.
- Experience collaborating with stakeholders and communicating effectively with internal and external groups.
- Experience in project management, operational planning, and facilitating meetings to identify priorities, assess risks, and gain consensus on action plans.
- Experience with operational resilience, business continuity, and risk analysis frameworks.
Knowledge:
- Solid understanding of ERM frameworks and concepts (e.g., CRMP, CRM, CIA, CPA, CISA, PMP, ISO 31000 or equivalent).
- Knowledge of departmental/program effectiveness, and the Three Lines Model.
- Knowledge of standards and best practices in operational risk management.

Working Conditions:
- This position is a hybrid position with a minimum 3 days per week on site.
- Occasional travel required
