This position will be hired as a Raytheon employee working as part of the Raytheon organization supporting Collins Mission Systems.
The Integrated Solutions portfolio in the Protected Communications Systems (PCS) business area has an immediate need for a highly-experience Program Manager (Value Stream Leader (VSL) in our growing portfolio to support multiple small-medium, complex development programs driving synergy between the programs and the government customers. The PM will initially lead 2 development and integration programs: a satellite communications voice conferencing system used by the President of the United States for worldwide, secure, survivable voice conferencing and an Audio/Video development effort for a complex airborne platform integration. An additional related program, that is currently in the capture phase, will be added to the execution portfolio in 2025/2026; the PM will also be responsible for future capture activities for this effort. The PM will be accountable for all aspects of capture through program execution (cost, schedule, technical performance and customer satisfaction). In the development phase the PM will be responsibilities to lead teams through the proposal and baselining activities. This role requires a leader with a strong command of program and capture management best practices to enhance program execution.
The ideal candidate will have deep knowledge and expertise in Program and Capture Management, with a proven track record of successfully leading medium-sized teams, complex developments, and a portfolio of programs with multiple customers in the defense industry.
What you will do:
- Lead all phases of the programs ensuring adherence to program plans, schedules, and budgets.
- Lead proposal and baselining of a new product development effort
- Responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned programs
- Utilize Earned Value Management to track program performance and recommend appropriate adjustments as needed.
- Establish Agile development plans and cadence in order to iteratively deliver products.
- Deliver projects on time and on schedule through leadership of cross matrixed teams
- Establish and maintain key programmatic metrics, define milestones and critical path, monitor adherence to program budgets and schedules, and direct work to achieve these metrics
- Lead pursuit activities for competitive and sole-sources activities, including proposal preparations, contract negotiations, business plans, and operational budgets
- Support the development of new business growth strategies, with a focus on growing the business for both existing capabilities and future capabilities
- Develop and present the program Annual Operating Plan (AOP) and long-term financial outlook and commits to specific financial goals and obligations
- Lead cross-functional organizations (Integrated Program Teams/Cross Product Teams) such as contracts, finance, supply chain, operations, quality, etc. to ensure flawless execution
- Own the customer interface for your programs, fostering a collaborative One Team culture with the customer and ensuring exemplary standards of service and value proposition.
- Perform regular program EACs, PMRs and business forecasting reviews.
- Interface with multiple internal and geographically dispersed team members, ensuring consistent and effective communication.
- Support and direct ECP and new business capture and proposal activities
- Execute internal reviews and executive briefings pertaining to all pursuits to include, Gate, Color Teams & Strategy Reviews, contract negotiation/definitization & start-up efforts
Qualifications You Must Have:
- Typically requires a Bachelor’s degree and minimum 12 years of prior relevant experience OR an Advanced degree and minimum 10 years of relevant experience. Program management experience in government, defense, aerospace or related industry.
- 6+ years of experience in Program Management and experience leading teams managing cost, schedule and technical performance
- 10+ years of experience in leading organizations closely aligned with a program management office (Supply Chain, Engineering, Operations)
- Engineering and manufacturing development (EMD) phase experience with DoD programs
- Capture phase experience with DoD programs
- Experience with US DoD acquisition process
- Active and transferable U.S. government issued Top Secret security clearance is required prior to start date.
- Demonstrated experience in Earned Value Management and/or P&L management.
- Strong communication skills and experience presenting to customers
- Strong working knowledge of and demonstrated experience with business and project management tools and processes such as EVMS, IMS/IMP, Risk Management, Financial Forecasting, EAC, Agile/Scrum methodologies
Qualifications We Prefer:
- Strong experience in managing teams in Agile methodology and its alignment to Earned Value
- Strong understanding of RayCollins Proposal Process and all associated Gate Reviews
- Basis of Estimate Certified, Approver and Writer
- EX/IM Knowledge
- Self-directed leader capable of executing Change Management and handling ambiguity
- Experience leading engineering development programs with both hardware and software.
- Proven experience leading all phases of programs, ensuring adherence to program plans, schedules, and budgets.
- Customer-facing program leadership experience, with excellent oral, written, and presentation skills.
- Ability to travel for customer, company, and program-related activities (up to 20).
- Program Management Certification level 4 or higher and EVMS level 2
- Specific Experience with Nuclear Command & Control (NC3) programs and/or other Strategic initiatives
- Voice System Development experience

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
